The Tao Is Tao (18 and 19)

                                                                      18
                                                       As the rivers solidified
                                                   and the mountains shifted,
                                                          his* mind moved
                                              and the keaves rustled in the wind.


                                                19
                               Like ice drifting on a river
                                   at the end of winter
                               he* faded into emptiness
                                 as he moved with Tao.

* Who is the poet referring to here?
In 19 "he" seems to be the sage or the ego.
But is "his" in 18 referrencing the same "he?"
Any suggestions?
